Palo Alto Internet exchange In 1996 this PAIX facility was established as the first major carrier-neutral Internet exchange point, providing connectivity from multiple fiber providers. This is where the handoff between Asian networks and US networks takes place. It also happens to be the site of Palo Alto's first elementary school.
