Noel Marquez of Artesia created a beautiful mural over the portico of the Carlsbad Public Library Annex, which follows the history of Carlsbad and its people. Mariachi bands and dignitaries unveiled the mural, which will be a highlight of the Halagueno Arts Park for years to come.
