Constructed in 1897-98, the lower levels of Ogdensburg limestone and the upper levels of Potsdam sandstone. Built for the training and assembly of the state National Guard, originally the Fortieth Separate Company. It was from here in 1898 that the company assembled and deployed to the Spanish-American War.
